The basic needs of the average cat are simple and largely inexpensive: food, water, affection, and shelter, and occasional visits to the veterinarian.

(A) and occasional visits to the veterinarian
(B) with occasional veterinarian visits
(C) with occasional visits to the veterinarian
(D) yet occasionally visiting the veterinarian
(E) but some occasional visits to the veterinarian are needed

The diet of the ordinary Greek in classical times was largely vegetarian-vegetables, fresh cheese, oatmeal, and meal cakes, and meat rarely.

when we connect 2 or more elements with AND ,then elements should be parallel - Here "food, water, affection, and shelter" ARE ALL NOUNS ,whereas 'occasional visits to the veterinarian' is verb phrase. Therefore A is incorrect

C - use of WITH converts it into a prep phrase and that modify the previous clause. CORRECT

This is case of nested parallelism.
food, water, affection, and shelter, and occasional visits
1st four terms are inexpensive needs, 5th is not part of the list but should be parallel to previous group
A, B, C, and D, and E -- wrong
A, B, C, and D, with E -- correct

IMO: C

this is a good summary; i have relatively little to add to it.

i do, however, want to emphasize the meaning of this sort of construction.

note -- in both of the examples above -- that the "with" modifier is used to add an idea that is less essential than the other ideas in the list.

i.e., if you were actually adding an element that was just as important as the other elements in the list, then this construction would be inappropriate; in that case, you should include that element in parallel with anything else.

ex:
the verbal section consists of sentence correction, critical reasoning, and reading comprehension
--> correct
the verbal section consists of sentence correction and critical reasoning, with additional questions in reading comprehension
--> inappropriate, since RC is not a less important add-on.
