I read somewhere that "AND ALSO" together is redundant. and while in one similar SC's explanation in verbal review, the official explanation says the two effects, stated in parallel ways, could be linked with AND ALSO.

here is the Question.

(A) helps to control the employer's costs, but also helps

(B) helps the control of the employer's costs, and also

I agree B is wrong. But what is the senetnce B says helps to control.....and also to limit....??

Isn't and also wrong here. Please provide examples with ur explanations.
