Use of although/even though

The new mayor is certainly more progressive than her predecessor, but she is not nearly as efficient.

(A) but she is not nearly as efficient
(B) but she, however, is not nearly as efficient
(C) but she is nearly not as efficient
(D) even though she is not nearly as efficient
(E) despite being not as efficient

[spoiler=]OA is later after some discuss. My confuse here is that can I use "although" with the existence of comma preceding it when place "although clause" in the second part.[/spoiler][/spoiler]

BUT is a coordinating conjuction where as although/even though/though is subordinating.

In this sentence, the second part (discussing the efficiency ) needs to be subordinated as it is not of equal importance. Also, the use of certainly suggests setting up of a contrast . Think how we say
A is certainly better at running than B, although he is not as good as b at swimming !

Hence, A,b,C eliminated . E cites not being efficient as a limitation instead of another independent comparison .

So D IMO

Yes, you can use although in place of even though
