(D) to pay the same regardless of whether a job was historically held by women or is one demanding comparable skills

Bossy verb + that + subject + command subjunctive
Bossy verb + object + to + command subjunctive -- here the subject is changed into the object of the verb.

Both are these forms are applicable for the verb - "require"

here there is no object after the verb require -- eliminate C,D and E

A is the correct form of subjunctive.

If a sentence uses a deadly pronoun (or a "bossy verb" - I liked the word :-)) , you cannot use should,would,shall,will in the same sentence.

Option B uses require + should .. so is incorrect ...
Please feel free to add/correct any of the explanations provided above.
