I got late, and there was a traffic jam on the highway. - there are no correlation between these two events, two are completely independent events.

When we want to correlate two clause : we have to use some other connector as per the meaning of the sentence.

I got late because there was a jam on the highway.

"Comma" cannot join two clause. Comma can join a clause with a phrase ( there should not be any finite verb).

If we're using it to link actions, nouns, etc., we do not use a comma:

Yesterday I lifted weights and ran two miles. (used to link two actions controlled by the same subject)

My friend and I played golf this morning. (used to link two nouns into a compound subject)

His argument was shallow and pedantic. (used to link two adjectives describing the argument)

----I believe the answer is yes,now, the sentences with "by" or not are all correct.
