First of all, let's understand what the question entails.

Southern US is different from Northern US. In Southern US, golfers can usually enjoy fair weather year round in Northern US, the snow limits golf generally to the non-winter months.
So, we need to compare either South to North, or the weather in South with the weather in North.

Option A - incorrect
This compares South with the weather in North. Definitely wrong parallelism.

Option B - correct
Here, the weather in South is compared with the weather in North. Definitely a perfect parallelism.

Option C - incorrect
In this option, there's a comparison between South and the snow in the North. This doesn't follows parallelism.

Option D - incorrect
fair weather's golfers; this is an illogical construction

Option E - incorrect
The parallelism here is between golfers and snow. However, that is not the major comparison. The comparison is thus illogical.
