Answer is B
Reason: IF u gonna Zero down to option B or E,I call for Option B .Becoz in B it logically includes" accidents and weather that are both unseen,where as in option E it handles only the weather conditions and leaves the "accident "part untouched.

U can eliminate option A , C and E because these options contain the word they . Who does they refer 2 ?? Nobody .. thats why i guess E got eliminated.

Between B and D even i am confused ... :x

I am in between B and D,
Who know why D is wrong? I have tried to find out why D is wrong
Do "that" is redundancy in choice D?

A,C,E - incorrect - ambiguous they

D - incorrect - foreseeable is an adjective and cannot be used as the object of a sentence
I still need a better explanation for D.

use of "foreseeable" in place of foreseen is awkward

According to Manhattan SC, we use "HAD" only when necessary.
It indicated past perfect form.

Here, HAD is not required at all.

So it comes down between B and D.

but accidents...cannot be foreseen..Is logical construction.

IMO: B

Parallelism ..
B --noun, noun, noun
E -- noun,noun with adjective, noun..

So you can decide which is better option.
Afterall we have to choose the best option not perfect option.
