Thanks GMATGuruNY .

However in situtations like this when I cant make a disctinction for the rules : LIKE vs AS.
I was tempted to treat subject as "higher interest rate" ( singular ) and agrees with verb ( keeps ) and hence ruling out the right option already.
Any advise here how would you choose a subject as "factors", instead of "higher interest rate" which is causing the market to... rather than "factors".

Well, factors is the subject in this sentence (and hence we choose the plural verb keep).

One of the situations in which a higher interest rate would be the subject (and hence, we would need to choose the singular verb keeps) is in the following sentence:

Of all the factors, a higher interest rate is the only one that keeps the housing market from spiraling out of control, as it did earlier in the decade.

B should be the answer why?
X is the only one + that + plural verb...thus A and C are out due to this rule
Now we are left with AS Vs Like
Like is used for comparing noun and As for actions.
thus, D and E are out
B wins
