twice problem

In the 1980's the rate of increase of the minority population of the United States was nearly twice as fast as the 1970's.

(A) twice as fast as
(B) twice as fast as it was in
(C) twice what it was in
(D) two times faster than that of
(E) two times greater than

plz explain the answer

rate is cannot be fast or slow.
Twice is sufficient to show the extent.

I agree that rate of " speed" and fast are redundant.

I went for A...
Thought that 1970's is possessive...meaning something of 1970...
But then latter checked that even the non underlined part also uses 1980's when no possessive meaning is required...
OA is C

IMO - C

All but C have invalid comparisons
A - rate to the 1970's
B - rate to speed
C- don't like it, but there are no errors (that I see) (rate to rate)
D - rate to speed
E - rate to the 1970's

IMO C

A, D , E : out , there is no verb to make the comparison parallel

between b and c

bis grammatically correct but

c is concise.
