Option A is correct as it points one potential flaw with three tier trucks, that they ave been travelling only on lightly loaded traffics...it means the relatively more accidents by simple trucks are not inherently bad that is because they are operating on congested roads which are more accident prones.

we need to find a reason that actually proves that comparsion done between the types of trucks is not equal...

Guys, The OA is B. Even I thought the answer is A. B is strengthening the argument. I don't know why B is correct.

B says All the trucks should be avoided from entering small roads. It says the main reason for causalities is this rather than the size of the trucks.

three wheel trucks -> least accidental.
choice A clearly breaks this.
