I understand that "targeted to" is incorrect idiom...BUT
doesn't the phrase "a seemingly blabla number of" necessitate plural "all"
Please advise. thx

As you rightly said, "Targeted at" is the correct idiom. Also, "Seemingly" needs to be used instead of seeming.
So we are left with only E.

E is the correct answer.
1. "Targeted at" correct use of Idiom
2. seemingly unlimited number of antibodies, check this out, we do not need plural here...

If I am not wrong then the sentence logic here requires that each antibody is meant to deal individually with an invading microbe or foreign substance so we need each and not All in correct sentence.
