Please try not to post the question as an attachment. Not many people will be willing to go to blurry image to provide the explanations. Also, please post the OA using spoilers, because if the reader knows the answer before analyzing the question, then such analysis would become futile.

Nevertheless, the answer should be B ( I beileve A is also correct, but B is concise)

C: is not correct because, second they could refer to England and Prussia.

D: It has not logical referrant. It is supposed to refer alliance, but alliance is not mentioned in the stem.

E: Same as C.
