(1) In the year of Tom’s birth, January 20th was a Sunday.
(2) In the year of Tom’s birth, July 17th was a Wednesday.

Statement 1 => In the year of Tom's birth, January 20th was a Sunday
The exact year was not provided so there is no way to identify if it is a leap year or not and with the date reference given as January 20th (a month before February), Tom's birthday could fall on two different days. Hence, statement 1 is NOT SUFFICIENT

Statement 2 => In the year of Tom's birth, July 17th was a Wednesday
Irrespective of the year since the date reference is July 15th (some months after February), the leap day in February cannot alter the possible day of birth so Tom's day of birth will fall on Monday if we count the days and differences between July 17th and October 28th.
Statement 2 alone is SUFFICIENT
