As the city is already transformed, was will be used
So, B and E are the probables
In B, an era rightly modifies the years...........
B is correct

B
A -- past perfect tense is not required

B -- looks perfect.
"an era" -- correctly refers to the period of time"


C - distorts the meaning.. "era" can't transform..

D -awkward.

E -- during.. refers to what.. 1993 or " 1973 to 1993"
B is obviously better than E by introducing word "an era" ..which clearly.. removed the confusion.

Thats correct. Correct answer is between B and E.

Just one question. Doesn't "during which" explains the period?
If it does that B is perfect answer otherwise E will be concise.

Guys correct me if I am wrong here!

The subject here is Tom Bradley.
After the comma sentence talks about the the duration for which he was the mayor.

Therefore, the sentence after the comma should begin with "during".
So its between D and E now.

D gets eliminated because DURING WHICH ERA is awkward construction.
