I would confirm with the schools that you are exempt before assuming that is the case. While it is possible you are, many schools are country-specific with their exemptions. So even if your medium of instruction was English, if it did not come from one of those countries, then you will still be required to take the TOEFL.

Since your TOEFL score is above the minimum, it certainly won't hurt you to submit it. If you feel you need an additional data point to demonstrate your verbal English skills, then it would be one that you could offer as evidence of your proficiency. So, evaluate your GMAT verbal score along with the quality of your essays to determine if you feel you need another data point in this regard.
