Something must be done to ease traffic congestion. In traditional small towns, people used to work and shop in the same town in which they lived; but now that stores and workplaces are located far away from residential areas, people cannot.
(A) The maximum speed limit on major highways should be increased.
(B) Residents of the remaining traditional small towns should be encouraged to move to the suburbs.
(C) People who now travel on major highways should be encouraged to travel on secondary roads instead.
(D) Drivers who travel well below the maximum speed limit on major highways should be fined.
(E) New businesses should be encouraged to locate closer to where their workers would live.

I Think answer should be C ..

Wats the answer given in source you cited.. E is also close but it tells about new businesses not current businesses.. Rest are out of scope...

E seems like the only answer.

A) Avg. speeds are already around 35 then what effect will increasing maximum speeds have. None

B) It is stated in the passage that all roads are already being used

C) Can't find any logic or reason for it to have any effect.

D) Everyone is probably traveling at lower speeds. should everyone be fined then?

E) only option left.
But it still has a reason to workplace and residence being close again will reduce load on the highways

IMO C.

E solves only one issue- businesses. Stores and other facilities are not addressed.
