Question: In how many seconds will Tim have run exactly one lap further than Glenn?
Let's take each statement one by one.
(1) Tim runs each lap in 48 seconds and Glenn runs each lap in 60 seconds.
We see that Tim runs faster than Glenn. Say Tim completes x laps and Glenn completes (x + 1). Thus,
60x = 48(x + 1)
=> x = 4
Tim will have run exactly one lap further than Glenn in 60*4 = 240 seconds. Sufficient.
(2) The track is 400 meters in circumference.
Certainly insufficient since we do not know anything about the speeds. Insufficient.
