At first, I went for E because it suggested parallelism in the form ing ....and ..ing but then I realized that this option is changing the meaning of the original sentence. Original sentence says "how to protect consumers" while E suggests "looking at protecting consumers". Thus, B and E are incorrect. A is also incorrect since would reflects uncertainty, which is not the case here. we are left with B and C and I bet for D as I would prefer "look" over "looking".

We require WHILE ..MAKING to act as a modifier of the previous clause. MAKING signifies that LOOKING and MAKING (with WHILE) is happening at the same time. Drop A/E

Moreover E - AND MAKING changes the original meaning. Like C, E uses 'FOR LOOKING' - it changes the original meaning saying that the WHILE HOUSE SET UP PANEL FOR LOOKING AT XXX. But the original sentence says WHILE HOUSE SET UP PANEL THAT WOULD LOOK (it means, sentence is not saying that panel was set up with a purpose of looking at xxx, rather that it was set up and that it would look at xxx).

B - changes the meaning 'here sentence means panel will look at the protection' while the original sentence says 'panel will look at how to protect'
