A. aimed at decreasing operating costs and improving

B. aimed at the decreasing of operating costs and to improve

C. aiming at the decreasing of operating costs and improving

E. with the aim to decrease operating costs and to improve
Can someone explain me the difference that makes "the" on option C with option A (where there is no "the"?
In B, the decreasing...and to improve is not parallel. Eliminate B.

In C and D, the decreasing of operating costs and improving efficiency is not parallel. Eliminate C.

In E, with the aim to decrease is not idiomatic. Eliminate E.

The correct answer is A.

Correct idioms:
X is aimed at doing Y.
X aims to do Y.
X is doing Y with the aim of accomplishing Z.

Op A ----> CORRECT

break the sentence

The Baldrick Manufacturing Company has for several years followed a policy aimed at decreasing operating costs and [The Baldrick Manufacturing Company has for several years followed a policy aimed at] improving the efficiency of its distribution system.

The part in green shows that when u break the sentence, the sentence reflects a logical meaning and parts in blue shows that they are parallel.

Op C -----> INCORRECT ---> ILLOGICAL

The Baldrick Manufacturing Company has for several years followed a policy aiming at the decreasing of operating costs and improving the efficiency of its distribution system.

The part in RED are not parallel.

REMEMBER AS A RULE:

DISTRIBUTION -----> STANDARD NOUN || THE DISTRIBUTING OF

But both of them cannot be parallel to DISTRIBUTING.
