Let's keep patience in solving this question in a bid to getting the most appropriate response to the question.

In Option A - INCORRECT.
We have a situation where the answer to the question is repeated from the question asked. It is not the most appropriate response.

In Option B - INCORRECT.
Here, there's just a change of word from ''had'' to ''have'' but the *quicker* adjective used here still indicates the same meaning although not logical enough.

In Option C - INCORRECT.
Here, the strategy guidelines has been personalized because it connects the word ''did'' which is an action word here. So, in actual sense it's a comparison between the action words actively participating.

In Option D - INCORRECT
This is a strategic statement that infers that the guidelines have been previously implemented and should now be more than they have been in the past.

In Option E - CORRECT.
The statement here is talking about something that happened in the past because of the use of the participle ''they had been'' which does not flow well.
