This is not true.

For example,
at 0seconds, a car is going 10mph
at 2seconds, the car is going 20mph
at 3seconds, the car is goign at 30mph
We can say the rate is constantly accelerating.

However,
at 0seconds, a car is going at 10mph
at 2seconds, the car is going at 5 mph
at 3seconds, the car is going at 30mph
At 4seconds, the car is going at 40mph
We cannot say the rate is constantly accelerating.

Hence the use of constantly and accelerating is never redundant.
