I pick E.

In the last part of the sentence, we are providing examples, so we need such as. A and D ruled out.

And before the underlined part of the sentence acts as a parallel connector. So the correct option needs to be parallel with the boldfaced part shown below.

The present-day election system, with its reliance on PAC money and sound bites, may ensure that the candidacy of a non-politician unskilled in image-making and unconnected to established sources of campaign funding will be unsuccessful, and may even discourage some potentially talented office-holders such as teachers and artists from seeking office at all.

I selected B over E because

1.
B also has the 'such as' , E also has 'such as '

2.
E has

'may encourage' -> the may word is not given in original sentence, so it looks like to change the meaning of the sentence.

coming on parallelism issue, as you said

B is also parallel
The present-day election system, <> may ensure <> and discourages <>

there cud be words b/w SUCH and THAT

BUT

SUCH and AS should be together....! there shudn't be words b/w them....!

1) Parallelism helps get rid of A, B and C ... as they dont have 'may' which is present in the first part of the original sentence..
2) For quoting examples use 'Such As' instead of LIKE so eliminate D.
3) So E is the correct answer?
