The possibility of massive earthquakes are regarded by most area residents with a mixture of skepticism and caution.
(A) are regarded by most area residents with
(B) is regarded by most area residents with
(C) is regarded by most area residents as

A - SV Errror

Why B is better than C?

It explains as "C changes the meaning of the original. The use of as implies that the residents think earthquakes are like a mixture of skepticism and caution".

But correct idiom is "regard as."

Yes I agree the correct Idiom is REGARDED ----- AS .

But you need to know when to use this Idiom and how the meaning of sentence is changed .

The sentence checks for subject - verb agreement .

Subject : possibility singular - needs singular verb IS .

Eliminate (A).

Now in (B) and(C) .

possibility - is regarded (considered ) AS a mixture . How can possibility be considered as a mixture of some thing ?

Rather Possibility can be considered with mixture of emotions .

The change in meaning is evident and hence REGARDED WITH is correct here .
"Know thyself" and "Nothing in excess"
