The police officer adamantly refused to legally declare that the ladies were missing since to grant them the status of missing persons require that they be gone for at least 24 hours.

(1)declare that the ladies were missing since to grant them the status of missing persons require that they be gone
(2)declare the ladies missing persons since to do so requires that they be gone
(3)declare that the ladies were missing since granting them the status of missing persons require that they be gone
(4)declare that the ladies were missing since it is required that they be gone, in order to be granted the status of missing persons,
(5)declaring that the ladies were missing since to grant them the status of missing persons requires that they be gone

A: not good as the infinitive 'to grant' need 'requires' - singular

IMO C - subjunctive

A is definitely wrong... "Granting them the status REQUIRES" singular.... There are only two strong contenders here.B & E. The issue is with "legally declare" or "legally declaring". Going by my "GMAT" specific grammar, since both events are happening at the same time, E should win but then concision is a great plus point with B. Pushed, i would choose E, since generally grammar takes precedence over concision.

P.S. Im not sure though.

Ladies are missing but B says that women has missed either her husband or children (kind of person)

B is wrong because intended meaning has changed.
