The Organization of Petroleum Exporting Countries (OPEC) had long been expected to announce a reduction in output to bolster sagging oil prices, but officials of the organization just recently announced that the group will pare daily production by 1.5 million barrels by the beginning of next year, but only if non-OPEC nations, including Norway, Mexico, and Russia, were to trim output by a total of 500,000 barrels a day

A. year, but only if non-OPEC nations, including Norway, Mexico, and Russia, were to trim output
B. year, but only if the output of non-OPEC nations, which includes Norway, Mexico, and Russia, is trimmed

Hi, I guess the answer is E due to the following reasons

Option A: But only if is wrong
Option B: but only if is Wrong
Option C: Since the clause "the group will pare daily production by 1.5 million barrels" is in future tense, the if clause should contain, Simple present. It has past tense "Would be Trimmed". Eliminate C
Option D: Improper if clause. Eliminate D
Option E: Seems perfect [... Simple Future ... if / when ... Simple Present ...]

A, reordered:
If non-OPEC nations were to trim output, the group will pare production.
Here, were to trim (subjunctive) is incorrectly paired with will pare (simple future).
Eliminate A.

In B, which includes (which + SINGULAR VERB) seems to refer to the output (the nearest preceding singular noun), implying that THE OUTPUT includes Norway, Mexico and Russia.
This meaning is nonsensical.
Eliminate B.

C: if the output...would be trimmed
On the GMAT, if + SUBJECT + would is ALWAYS WRONG.
Eliminate C.

In D, which includes (which + SINGULAR VERB) lacks a singular antecedent.
Eliminate D.

The correct answer is E.
