The Gordon-Dodd bill requires that a bank disclose to its customers how long it will delay access to funds from a deposited check.

This sentence is CORRECT. My question is this: Why is the underlined part not "bank discloses". I though the verb for the singular noun "bank" had to be singular.

I know, it sounds right but what are the rules for this situation?

The Gordon-Dodd bill requires that a bank disclose to its customers how long it will delay access to funds from a deposited check.

Require/demand/mandate/order/command that Subject (should) Verb

therefore, aftere "a bank", the verb should be "disclose" because "should" is always omitted.
