action is already completed - the decision has already been made - no need for the present perfect tense.

I am still with B

govt decided that paris needs...
needed would mean that it needed earlier but may be the need has gone now or something...

Last year govt decided that paris needed large opera house but now the need has been fulfilled by ....

Thanks logitech...
I think we should play with these questions rather than just focusing on what has been given :)

Going back to question..how do we know that Paris still wants is ? French people change their mind very fast :lol:
