Since February, the Federal Reserve has raised its short-term interest rate target five times, and because of the economy’s continued strength, analysts have been predicting for weeks that the target will be raised again in November.

A. because of the economy’s continued strength, analysts have been predicting for weeks that the target will
B. with the economy’s strength continuing, analysts predicted for weeks that the target
C. because the economy continues strong, analysts predicted for weeks that the target would

D is terse and succint

well agreed to your explanation but can you elaborate more on general usage of "Because of " and "Due to" , which one is better

Wondering if predict is a Subjuncitve?

If so, then D is BEST among lot.

that + infinitive form

Because v/s due to

Usally, due to is incorrect on GMAT

But looks at the example of rain at this URL

The game's postponement due to..

so usally when I struck by apostrophe, I get inclined to "Due to"

Secondly,

Predict means anticipate..future..hence we need "would/were/ be+ infinitive form"

But if we apply the why ? rule as suggested by the thread mentioned.

In that case

Why have been the analyst predicting .... because of economy's continued strength .

Above sentence makes sense and is a good candidate.

Can you guys throw some more light on this ..

in that case apostophys rule wins .

I hate to disagree on this .. if D is the OA then it should end with 'target will be raised" in the end.

"analysts have been predicting for weeks that the target be raised again in November" just doesn't sound appropriate.

Can someone please clarify this ?

predicting for weeks that the target be raised is fine.
This is the case of command subjunctive
Verb(predict) + That+ subject(the target) + Command Subjunctive (be)
In fact using will be instead of "be" will be wrong IMO

I predict that he will come DOES NOT sound right because you predict something that is not for sure. On the other hand WILL implies certainty.

But this is indeed a very common usage in daily life:

Bill Clinton: I predict that Sen Obama will win and will win pretty handily.

yes subjunctive use calls for "be"
