Who offers the best prep classes for quant? I have a good understanding of the topics covered (been studying for a 3 months) yet I am having difficulty answering the questions in the most efficient and timely manner.

Depends on what you are looking for but I teach the Princeton Review hard math workshop, which can be purchased separately and includes several drills and new materials. I also provide online tutoring to students and specialize in testing techniques desinged to help improve consistency and efficiency in the math section.
