The health commissioner said that the government had implemented strict measures to eradicate the contaminated food and, despite the recent illnesses, it will try to prevent the outbreak from recurring in the future.

The OA is E.

Tenses Cycle sums are giving a hard time to me... They are very important in the GMAT as they are asked many times...

Just remove the sentence "despite the recent illnesses," and try it:

The health commissioner said that the government had implemented strict measures to eradicate the contaminated food and,it will try to prevent the outbreak from recurring in the future.

'that' is required to maintain parallelism between: "that the government..." and "that it will...".

(B)'it tried' won't suit for the future-tense gesture 'recurring in the future'
(C)reason same as that of option B
(D)reason same as that of option B
(E) suits perfectly[/spoiler]

The correct answer must start with "that" to maintain parallel form. "The health commissioner said that...and that..." This eliminates A, C, and D. C (past perfect) and D (present perfect) also use incorrect tenses to refer to a future event.

B uses the simple past "tried" to refer to a future event, so we're left with E, which uses the conditional "would" for an event that hasn't happened yet.

Sentences used a segment Despite recent illness indicates present situation.
Verbs are used tried in past tense.
B and C options are wrong.
In D future perfect continuous used so it is out.
Land in A and E.

There is a difference between will and would . Will is used for definitely .
Would is used for conditional .
Would can use for something happened in past and expecting something in future.
so E is the answer
