telephone credit card numbers

The suspect is facing charges that he illegally published telephone credit card numbers, intending that they be used by others to avoid telephone bills.

A) intending that they be used by others to avoid telephone bills
B) with the intent of others using them to avoid telephone billings
C) intending that telephone billings could be avoided by others using them
D) with the intent of their use by others to avoid telephone billings
E) with the intent that telephone billings would be avoided by others through their use

OA is A, but this option seems like suspect was intending as well as publishing at the same time ( a bit awkward?? :? ), what's wrong with choice D?

A customer can avoid a bill but cannot avoid billings. Bills are an output of billing and billing is done by telecom companies.So, IMO, the options with billings are out of the window.

Please correct me if I am wrong.
