we know that here we have a compound subject. So to show that listed four were each cited, we need all.

Now as far as me or I is concerned, it is always easier to decide if you separate the items and try them with the rest of the sentence.

Me was cited

OR

I was cited


Hence, B is correct.

I would also go with B just because it sounds more idiomatic than D...but that is intuitive...what's the technical reason for D being incorrect?
