Supporters of tax breaks that local governments award to businesses each year to prevent them from moving consider them vital economic development tools while critics denounce the tax breaks as corporate welfare that helps some localities but weakens the national economy.

OA is D but i think Supporters consider tax breaks does not make sense to me . it is not clear what supporters are supporting. supporters of tax breaks is clear and we can also say tax breaks supporters .can anyone explain.

here we need supporters consider .......in order to make it parallel with critics denounce
supports do one thing .....where as critics does another thing
only B and D does so , but in B to be vital is wrong

however my doubt is how we can ensure to what them is referring
whats the source of the s/c
IMO tax breaks and businesses are two nouns preceding them
why there is no ambiguity with the antecedent of them
is it correctly constructed

I also have doubt on OA. i guess OA lacks main verb. Since clause set off by that is a relative clause, there is no main verb for the subject supporters

Precisely! IMO D is correct because of the same reasons mentioned by you . Supporters consider......critics denounce.

As far as them is concerned, yes it was an alert when I first saw it. But, all the options have it and you cannot correct and change the structure completely by removing it.

Now, many of us would think that them can refer to one of businesses, local govts or supporters. But, the only reason to accept this pronoun here would the logical implication. The only noun out of the three which can be prevented from moving is businesses. Hence, it's antecedent would be businesses.

I hope I'm correct on this one.
