A. In last year’s rise in the prices of food staples, Tanzania’s annual inflation rate reached 13.5 percent, which more than doubled the previous year’s rate and that exceeded (which...doubled...and that exceeded => not parallel). It should have been which...and which...

B. Tanzania’s annual inflation rate, due to last year’s food staples price rising, reached 13.5 percent, more than doubling the previous year’s rate and it exceeded (doubling....and it exceeded => not parallel)

C. With last year’s rise in the prices of food staples, Tanzania’s annual inflation rate reached 13.5 percent, more than doubling the previous year’s rate and exceeding CORRECT

D. Tanzania, in last year’s rise in the prices of food staples, reached annual inflation of 13.5 percent, more than doubling the previous year’s rate of inflation, exceeding (doubling and exceeding should have been part of the same modifier ie should have been joined by 'and' as both of them modify inflation rate. In this construction...'exceeding' seems to modify previous year's rate of inflation)

E. With its annual inflation rate reaching 13.5 percent in last year’s rise in the prices of food staples, Tanzania more than doubled the previous year’s rate and exceeded (changes in the meaning...the original sentence intends to say 'rise in price of food lead to annual inflation rate')
