IMO C ...

[spoiler]the Swiss government commissioned several life-size fiberglass cow statues, had them decorated by local artists

decoration happened before commissioning the cow statues. hence past perfect 'had'[/spoiler]

B - Introduced another subject with "they" and doesn't connect the first independent clause to the next correctly
D and E - Who is attempting to attract more tourists? The Swiss government, not cow statues.

C should be correct.[/spoiler]

I feel like C is switching Tenses
Active = the Swiss government commissioned several life-size fiberglass cow statues, and
Passive = had them decorated by local artists,
Active = and set them up on the streets of Zurich

where as B has only slight issue of repeative Pronoun
they were decorated by local artists, and then

checking grammar, we sort out B. B is run-on sentence in which clause have no coordination or proper coordination.

"having" in A is not parallel to "commissioned and set"

"they" in E has no logic referent.

in D, "set them up" has no logic subject

C is left
