The minister's media advisor - is singular so we need to use is. Whatever follows that is an additive phrase and cannot be considered as the subject to make it a plural one. So eliminate A/B/D.

'all' in the company of his three personal attendants - here 'all' needs a plural subject but we have only one advisor - wrong. It would be right if we use it this way

The three personal attendants, all in the company of their advisor, are travelling ...

IMO C.

'all' in the company of his three personal attendants

mate u correctly said that it needs a plural verb..so thts y C cannot be the answer to this questio because it has ...
three attendants ,is travelling with him
instead it should be
minister's advisor , also his three attendants , are travelling with him...
sounds good to me..

OA is C,

as " together with his three personal attendants" comes between commas and it is non-essential modifier, the Verb should agree with the subject and hence C is right
