(A) enabling it to withhold from the public
(B) for it to withhold from the public
(C) for withholding disclosure to the public of
(D) that enable them to withhold from public disclosure
(E) that they can withhold public disclosure of

Tha OA is A . can someone explain why B is wrong?[/spoiler]

B - 'for it' in X awarded Y discretionary powers for it to do something - Here 'it' seems to refer back to Y again which is redundant. Even without 'for it' the sentence would do fine.
Other options are totally awkward.

IMO A.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

I think the use of "for" as well as "it" is wrong in B. The meaning is slightly changed by using "X awarded Y powers for it to.

My question is:

If in D "them" is replaced with "it" then would D be correct?
