Because devoted is parallel to determined.

has devoted is not.

has devoted means.........things started in past and still continue...but this is not the case and time preiod is over...............So, has devoted is wrong...

such an end in C doesn't fix which type of end...

That an end : restricts to the "to find the site of ancient Troy"
