i will go with D

A-> both ... but also is wrong
B -> both ... as well as is wrong
C -> no verb after 'that', making a sentence fragment - wrong
D -> OK (vents is parallel with supports and 'it' refers to 'hot water')
E -> both 'vents'...'the support of' is not parallel

D for meaning clarity (using of it appropriately to refer to hot water) , parallelism and use of that after reveals

Yes, from my point of view the right answer is D.
It is the only choise where idiom "both... and..." and parallelism are right
