The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients must be warned of potential risks and an independent panel would evaluate the experiment before it was conducted.

(A) must be warned of potential risks and an independent panel would
(B) must be warned of potential risks anf that an independent panel
(C) are warned about potential risks and that an independent panel
(D) will be warned about potential risks and an independent panel would
(E) would be warned of potential risks and that an independent panel would
OA E
My question is,If C is altered in the following way, will it also be correct?

C)' be warned about potential risks and that an independent panel

Moreover, in A&B is redundacy an error? ensure... must?

To ensure X means to MAKE CERTAIN that X happens.

A and B: to ensure that patients must be warned
Here, to ensure and must/i] are redundant, conveying the following meaning:
to make certain that patients must be warned.
Eliminate A and B.

My question is,If C is altered in the following way, will it also be correct?

C)' be warned about potential risks and that an independent panel


The government recommends that every citizen stay home.
The structure here is as follows:
BOSSY WORD + that + SUBJECT + BARE INFINITIVE.
The bare infinitive is the infinitive form of a verb with the to omitted.
Here, stay is the bare infinitive form of to stay.
This usage of the bare infinitive is an example of the command subjunctive.
The command subjunctive serves to express an action that is desired but NOT CERTAIN.
In the sentence above, it is not certain that every citizen will stay home.

Since the bare infinitive expresses an action that is not certain, it cannot be used in conjunction with verbs that imply certainty (ensure, guarantee, promise, etc.).
INCORRECT:
The law ensures that all citizens be treated fairly.
The law guarantees that all citizens be treated fairly.
The law promises that all citizens be treated fairly.
CORRECT:
The law ensures that all citizens will be treated fairly.
The law guarantees that all citizens will be treated fairly.
The law promises that all citizens will be treated fairly.

Proposed revision of C: to ensure that patients be warned
Here, be warned is the bare infinive form of to be warned, implying an action that is not certain.
Since the preceding verb (to ensure) implies certainty, this usage of the bare infinitive is incorrect.

Can you tell that in choosing between will vs would, on what should the decision be made?

Is it
were established,
was conducted,
either of them,or
both of them?
