But avik, i believe there are more than 1 clauses in this sentence and there should be more than 1 subjects,objects and verbs in this sentence

I think, In this subordinate clause: Subject = a measure
Object = opponents
Verb = regarded
ineffective and meddlesome - is a modifier of the object. I wonder what can "ineffective and meddlesome" be considered

Again I have heard that verb-ed and verb-ing should have helping verb with them to be considered predicate verbs. This clause certainly lacks the helping verb

Can somebody please break this sentence for me. I have gone through a number of websites where there is considerable discussion on subject-verb-object but the examples on those websites are generally very simple. It is easy to understand this concept but difficult to implement it.

there is not subordinate clause here, the construction of this sentence is :

the fight over the speed limit, modifier...............(modifies speed limit), action verb + object.

I don't think that "a measure regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy " is acting as a subordinate clause here, because there is no subordinator here. Since this is the OA ( I remember this SC ), it is a modifier or else this would be a run on sentence ( you cannot join two clause with a comma).
