Hi

In the sentence, If the person if able to pay $40,000 how can you call her/she (?)economicaly weak, what is the right pronoun? what is the subject in the dependent clause?

It's definitely her.

"her" is correct, because "her" is the object and "you" is the subject. However, don't worry too much about this particular grammar point; the GMAT tests it rarely, if at all!
