IMO D.
C is appealing too, but one class in history one class in biology reads weird.

Except for X and Y
it is correct idiom

X and Y have to be parallel
Except for one class in history and one is biology, all the student's graduation requirements have been fulfilled.

B. Except for needing to take one class in history and one in biology, the student has fulfilled all of his requirements for graduation
Redundant
C. The student has fulfilled all his graduation requirements except for one class in history and one in biology.
Although Grammatically correct but passive voice.
When we have two options both grammatically correct, we must choose Active form.

E. Aside from the history class and biology class that he needs to take the student's graduation requirements have all been fulfilled.

Awkward!
D. Except for one history class and one biology class, the student has fulfilled all of his graduation requirements
IMO D

I find no prob with D

can anybody explain the modifier issue which rejects D?

I am confused between C and D.

Please help
Look at C carefully

in the original sentence we have Student as Object whereas in C we have student as subject,
although it does not changes the meaning of the sentence, but as the thumb rule goes,we select the active voice if both active and passive are available as correct answer choice

Hope this helps now

Except for and Aside from do not make modifying phrases. According to Kaplan. So there is no problem with D.
