Correct IDIOM is

Believe X to be Y

A - Apart from the reason mentioned by logitech I believe 'they' can refer to cells as well as to scientists. Please correct me if I am wrong.

My guess

In E there are 2 modifiers modifying IC. thats why E is wrong.

Does that make any sense?

One of the reason for selecting "A" could be
they believe ==> means scientists believe
while
believe ==>is not specific to specific group of people and could mean not only scientist but everybody believes.
So we can say change of meaning with "E"

But "," before that is confusing.

My understanding is stem cells is "capable of generating new cell growth..". Neither d nor e modifiers stem cells closely. It seems d and e modifier early-stage embryos instead.

The OE is given as follows:

The phrase that they believe calls for the subjunctive mood. It needs to be completed by the verb to be in its infinitive form, allowing you to eliminate (B) and (C). Answer choices (D) and (E) create invalid sentence structures because they offer back-to-back modifiers without joining them with and or some other conjunction. Only choice (A) remains

I think we can use that after the comma in this case...
The phrase "derived from xxx" is a modifier and is a non essential modifier.

Scientists have recently received permission to research embryonic stem cells that they believe to be capable of generating new cell growth and curing previously incurable ailments.

"that" here modifies stem cells, not the phrase between two comma. The phrase between two comma is also used to modify the stem cells. "They" is the subject of "that" clause. So, we can presume "they" refers to scientists.

Only choice A is the correct one.
