1 yard = 3 feet long. I think you should have provided this info in your question, since I've noticed that this is the common practice among GMAT questions. There is a reasoning behind this: GMAT is an "international" test, and, for instance, where I come from we only use meters (without wikipedia I wouldn't have been able to solve this question).


W yards = 3W feet
L yards = 3L feet

Surface of the room in square feet: 3W * 3L = 9WL.
Now, 10 cents per square foot means you're paying 9WL * 10 = 90WL cents for the entire room. However, the problem is asking for price in dollars. Since 1 dollar = 100 cents, 90WL cents will be 0.9WL dollars.
