(A) sprang to life not in a flash of inspiration but evolved slowly
(C) did not spring to life in a flash of inspiration but evolved slowly

note the parallel for two option:

not only but also
A in a flash of inspiration spring to life
C evolved evolved

See for A the two parallels are: preposition vs verb or particple
C verb vs verb

So is C

Good catch,

we also need NOT X BUT Y , which eliminates A
