I got this problem from Grockit. I chose B because to me, only B seemed to refer "speed" as the subject and in correct parallel form. However, the OA is E. I didn't quite understand the explanation so I googled the problem. I stumbled a BTG forum link where the same Q was posted by DanaJ.

Her explanation too, as that of Grockit, was unconvincing to me.
Then I found another link from Knewton which says the correct answer is B.

Isn't "fight" the subject in E ?

Sunil,

In E fight is not the subject , the speed limit is only measure we can see in the previous part of sentence.
But in D , its ambiguous whether we are talking about fight or speedlimit.

As per the meaning of the sentence, I think that
1. the fight can be ineffective and meddlesome but it cannot be a part of Legislature. ( So A is wrong )
2. the speed limit or the "measure" ( max. speed or min. speed ) can be a part of any legislatur that can be regarded as ineffective by the opponent because its failed its purpose.

Between B and E, I will go for E as the other sentences ( C and D ) have other problem even the modifier used is correct.
B also uses correct modifier but : "the speed limit continues to be fought over in our legislatures and on our freeways" is somewhat awkward. its better to say :
the fight over the speed limit, ( modifier ), continues............. ( exactly what E is )

Yes, "fight" is the subject of E. "a measure" correctly modifies "the speed limit." A "limit" can be a "measure."

As pointed out, the other choices contain modification issues. In A, a "fight" cannot be a "conserver of life and energy."

In B, a "speed limit" is not "ineffective meddling" or "the conservation." Likewise with C and D.

This one really comes down to clarity of meaning.
