What is regarded as X and Y?
Speed limit.
Hence I think speed limit should be modified.
I dont understand, how 'measure' is an appositive for 'speedlimit'

One Better way to resolve the conflict of answer choice is, take the whole subordinate clause/modifiers out.. and see if the sentence makes any sense!
The fight for the speed limit....continues.

In my view the answer should be D
1. As modifier rule, verb-ed modifier modifies the nearest noun not the subject of the clause. So in choice D, regarded by ....... is modifying speed limit.
@. In choice E, though this choice looks more cleared by the addition of word Measure. But i feel there is no need to add measure.
Can someone pl clarify if i am wrong.
