Speed limit - long one!

I think it is E. Where they say the right answer I couldnt find it :/

My Answer: E

The modifier phrase is properly structured. Measure..... modifies speed limit and the rest of the sentence is clear in meaning.

Had narrowed down to "B" & "E"...& then rejected "B" because of the use of passive voice. When stuck between two similar options, is it ok to reject one only because of active/passive voice issue or should we look for more errors??? Does the answer choice "B" in this case has more faults which I am unable to locate?

I chose B because it correctly connects the descriptive phrases to the noun. The speed limit is what opponents regard as ineffective/meddlesome and what supporters consider a conserver of life and energy.

I considered E, but I figured it was wrong. E reads as "The fight over the speed limit, a measure regarded by opponents, etc. etc." Some may think that the descriptive clause describes "speed limit" because it's right after "speed limit." However, "speed limit" in option E is part of a prepositional phrase, "over the speed limit."

So really, option E describes "the fight" as "a measure regarded by opponents...etc. etc."

When are the BeatTheGMAT instructors going to confirm the correct answers? Unless I overlooked it in the thread...
