It is the speed limit that is the "conserver of life" not "the speed limit fight" as B and C are the only options that talk about hte speed limit the other options can be removed.
C the speed limit fight is what can be interpreted as " ineffective meddlling" or " a conservation of life" as this is not what te subject of the sentence(the spped limit is) this can be eliminated.

IMO D scores over E since, D is crisper than E while expressing everything that needs to be conveyed.
