Speed limit - long one!

It is the speed limit that is the "conserver of life" not "the speed limit fight" as B and C are the only options that talk about hte speed limit the other options can be removed.

C the speed limit fight is what can be interpreted as " ineffective meddlling" or " a conservation of life" as this is not what te subject of the sentence(the spped limit is) this can be eliminated.

IMO it is B

However it appears that the answer is E. On review of expelanations i understand why the answer is E.

The answer is probably B.

(A) Regarded by opponents as ineffective and meddlesome ....., the fight over ....
This option is not correct because ineffective and meddlesome is speed limit and not the fight.

(B) Regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy, the speed limit continues to be fought over in our legislatures and on our freeways.

(C) Regarded...... by supporters as the conservation of life and energy, the speed limit .......freeways.
Speed limit is referred as the conservation of life. Probably wrong i guess.

(D) The fight over the speed limit, regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy, continues in our legislatures and on our freeways.
Again the fight over speed limit is not ineffective.. it is the speed limit.

(E) The fight over the speed limit, a measure regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy, continues in our legislatures and on our freeways.
The tense is changed..? Maybe

Here use of "a measure regarded by opponents as ineffective and meddlesome and by supporters as a conserver of life and energy" define the subject "The fight over the speed limit"

the correct answer is "E" why?
---->The fight over the speed limit, [a measure} speed limit is a measure thus comma+ a measure perfectlly defines the speed limit
---> "regarded as" is the perfect idiom
----> "continues" in the last part of the sentence is the verb and its subject is fight! subject-verb agreement is perfect here.

E is the correct one as it clearly modifies speed limit and follows parallelism.

E is correct.
- a measure modifies the speed limit
Another example: The skill and the precision of the Anasazi, ancient inhabitants of the Southwest, ................
Here - ancient inhabitants modify the Anasazi.

- The fight over the speed limit, {modifier}, continues.........

Thus E is clear and less wordy than B, with no passive voice

IMO D scores over E since, D is crisper than E while expressing everything that needs to be conveyed.
